The “8th Sino-US Public Administration International Academic seminar" will be held at Yifu Meeting Center of Renmin University of China on June 14-16, 2016. The theme of the meeting is "the transformation of public governance and public value: process, mechanism and effect". The meeting is sponsored by the SPAP of Renmin University of China and co-sponsored by the Chinese Public Administration Society, the Chinese Branch of American Society for Public Administration, and the School of Public Affairs and Management of Rutgers University at Newark.

In order to discover, encourage and foster cutting-edge young scholars, on June 14, the eve of meeting, the Public Administration and policy forum of young scholars, will be held by SPAP of Renmin University of China, and the Public Administration and Policy Review will be co-sponsored by the Chinese Public Administration Review (CPAR), the Public Performance & Management Review (PPMR), and the Urban Affairs Review (UAR).

The forum is open to master and PhD students, postdoctoral researchers, lecturers and assistant professors and other young scholar group from Chinese mainland and Hong Kong, Macao and Taiwan regions. We sincerely welcome young scholars interested in Public Administration and Policy research to submit papers.

Forum theme

The theme of this forum is the transformation of public governance and public value: process, mechanism and effect, specifically related to (but not limited to) the following topics:

1) The theory and method of public governance transformation and innovation

2) The path, mechanism and effect of the transformation of Public Governance

Intergovernmental relations, administrative reform and the simplification of government functions

4) The public governance tools, emerging technologies and big data

5) The public finance, performance evaluation and evidence - based policy

6) The creation, accountability, transparency and trust of public value

7) The policy innovation, network construction and public private partnerships (PPPs)

8) The urban development and cooperative governance

9) The human resources and social security

10) The land use management innovation and sustainable development of real estate.

Paper requirements

We welcome authors to submit a high quality theoretic, qualitative or quantitative research on the topic.

For empirical research papers, we will review from the aspects of the importance of research issues, research design, methods and data, research significance and enlightenment.

Theoretical research should pay attention to major topics of public administration and policy, have clear theoretical basis, presupposition and key concepts, and put forward theoretical hypothesis that can be tested.

Forum languages

The working languages of this forum are Chinese and English, and the paper can be written in Chinese or English.

Discussion form

The forum will last for one day, highlighting the characteristics of small scale, in-depth discussion and multiple angle communication to help participants improve the quality of papers and enhance the level of research.

The number of papers will be controlled within about 20, so that each author has 20-30 minutes to present the core study findings.

The full text of papers will be sent to all participants two weeks prior to the convening of the forum, and special guests in related research fields will be invited to submit written review opinions. For each paper two experts will be invited for detailed comments, and the comment time is not less than 20 minutes.

During the forum, the sponsor will invite the editors from multiple journals to introduce the knowledge and experience in writing, publishing, review and other aspects, and interact and communicate with participants in terms of contribution, revising, publishing and other aspects.

Participants can also participate in the Sino-US International Conference for Public Administration after the forum, including not only the general session and the parallel seminars, but also special sessions of the editor in chief forum and dean summit.

Winning and publishing opportunities

This forum will select 1 top Chinese paper and 1 top English paper through expert review, and award a number of first, second and third prizes. The award-winning authors will get different amount of bonus, or one-year subscription to the Journal of Public Administration and Policy Review or other journals.

The invited Chinese papers will be first published on Public Administration and Policy Review after an anonymous review. The invited English papers will be published on Chinese Public Administration Review (CPAR), Public Performance & Management Review (PPMR), and Urban Affairs Review (UAR) after anonymous review.

The Public Administration and Policy Review undertaken by SPAP of Renmin University of China, is an academic quarterly journal discussing the important problems of the theory and practice of public administration. As an important platform for academic exchange of public administration at home and abroad, the journal encourages inspecting the important theoretical and practical issues of China's reform and development from the perspectives of government management and public policy. The editor in chief is Professor Lan Zhiyong, the associate editor is Professor Zhang Kangzhi, and the editorial office director is Professor Yang Hongshan.

CPAR is the flagship magazine of Section of Chinese Public Administration (SCPA) of American Society of Public Administration (ASPA), undertaken by the School of Public Affairs and Management of Rutgers University at Newark of America. CPAR is the first international academic journal focused on China, East Asia and Comparative Public Administration issues, and engaged in developing theory and knowledge, solving the increasingly complex public administration and policy issues in China and the Asia Pacific region. The chief editor is Professor Marc Holzer, and the executive editor is Associate Professor Lu Yi.

The PPMR is the journal of the Public Performance and Management Branch of American Society for Public Administration, also funded by the National Public Performance Research Center of School of Public Affairs and Management of Rutgers University at Newark and Renmin University of China. This journal focuses on a series of studies on the performance of public and nonprofit organizations and is one of the flagship journals in the field. The chief editor is Professor Marc Holzer, and the executive editor is Professor Yang Kaifeng.

The UAR is a journal of the Section of Urban Political Science of American Society of Political Sciences, and is concerned with the political, governance and public policy issues related to cities and regions. The Professor Jered B. Carr of University of Illinois at Chicago is the current chief editor.

Cost

This forum is free in registration, and the sponsor will provide food during the meeting and meeting materials to invited attendants. Meanwhile, the registration fee for China-America Public Administration International Meeting on June 15 and 16 will also be waived for attendants.

For graduate students and post-doctors not from Beijing who are invited to attend the meeting and promise to submit papers to the cooperation journals of forum, the sponsor will reimburse the second-class seat tickets of high-speed rail and hard berth ticket of train and provide the accommodations for four nights from June 13 to 16.

Important dates

April 15, 2016: submission of abstracts of no more than two pages;

April 30, 2016: sending the paper pre-acceptance notice;

May 15, 2016: deadline of submission of full text papers;

May 30, 2016: sending the invitation letters and confirmation of attendance and accommodation information;

June 14, 2016: convening of the youth scholar forum.

June 15 to 16, 2016: convening of Sino-US International Conference for Public Administration.

Please submit the paper abstract in Word document, the first page should include the paper author and working/study unit, the year of obtaining the doctor degree (if any), contact way, and research direction, and the second page should include the paper title, key words, expanding abstract and reference (within 1000 words).

Chinese paper: single space; Song typeface, 5 point font; about 10000 words (including references and drawings); please refer to APA style or submission guideline of Public Administration and Policy Review for reference.

English paper: double space; Times New Roman, 12 point font; 5000 to 8000 words (including references and drawings); please refer to APA style or latest issue of CPAR for reference.
