MOFCOM Seminar on Evidence-Based Governance for Albania Successfully Concludes

On July 21, 2025, the "Seminar on Evidence-Based Governance for Albania"—a foreign aid training program hosted by the Ministry of Commerce of the People's Republic of China (MOFCOM) and organized by the School of Public Administration and Policy (SPAP) at Renmin University of China (RUC)—was successfully brought to a close.

The closing ceremony was held in Room 216 of the Qiushi Building at Renmin University. It was presided over by Prof. Qin Bo, vice dean of SPAP. Prof. Yan Jinming, SPAP dean, and Ji Changhua, secretary of the SPAP CPC Committee, attended and delivered remarks.

On behalf of the School, Dean Prof. Yan Jinming congratulated all participants on completing the 21-day program and thanked them for the professionalism and enthusiasm they demonstrated throughout. Reviewing the curriculum and practical components, Dean Yan reaffirmed the School’s commitment to deepening pragmatic cooperation with Albania in academic research, talent development, and policy consulting. He expressed hope that these efforts will strengthen global governance capacity and wished for an enduring friendship between China and Albania.

Ji Changhua, secretary of SPAP’s CPC Committee, congratulated participants and thanked the Ministry of Commerce for its trust as well as the faculty and staff for their hard work. Looking ahead, he proposed three areas to deepen engagement: (1) mutual learning on development philosophies—translating China’s governance practice and reflections into references for Albanian innovation; (2) exchange of governance knowledge to advance public administration in both countries; and (3) stronger people-to-people ties. He encouraged participants to serve as goodwill ambassadors, sharing an authentic, multidimensional view of China to promote the well-being of both nations.

Representatives from Albania’s central and local government departments spoke at the ceremony, expressing gratitude to the Ministry of Commerce (MOFCOM) and Renmin University of China for the well-organized seminar. Over three weeks of immersive study, the delegation gained a systematic understanding of China’s development path—particularly practical experience in frontier areas such as artificial intelligence and big-data governance—and explored governance tools including grassroots participation, intergovernmental coordination, and performance evaluation. They were especially impressed by China’s strategic approaches to emergency management and urban planning.

Beyond professional learning, visits to the Great Wall and the classical gardens of Suzhou deepened their appreciation of Chinese civilization. Observing coordinated urban–rural development offered lessons for inclusive growth in Albania. Participants pledged to translate these insights into concrete actions to advance governance innovation at home and looked forward to continued cooperation in education and urban development, working together toward a community with a shared future for mankind.

To conclude the event, Prof.Yan Jinming and Ji Changhua awarded certificates of completion to the participants and presented them with commemorative gifts.
