The origin of Public Administration Symposium in the Four Regions across the Straight

"Public   Administration Symposium in the Four Regions Across the Straight" held   by the School of Public Administration, Renmin University of China for   the first time in 2005, has been held 11 times in mainland China,   Taiwan, Hong Kong and Macao by 2015, exerting crucial impact on the   scholars in the Four Regions Across the Straight, and becoming the   important platform of academic communication and the window to display   the Public Administration research achievement in the Chinese region. We   would like to make an introduction and summarization of the subject,   scale and the range the paper covers.

In   August 2004, organized by the School of Public Administration, Renmin   University of China, the "China and the United States public   administration academic seminar" was held in Beijing. There were more   than 100 scholars from both at home and abroad participating in the   seminar, including scholars from Taiwan and Hong Kong. During the   seminar, professor Gao Anbang from Taiwan's National   Chengchi University (then the president of Academy of Social   Sciences, Taiwan's National Chengchi University, the current president   of Taiwan Kainan University), professor Wu Qiongen, Dong Keyong - dean   of School of Public Administration, Renmin University, professor Wei Na   and scholars from the Chinese university of Hong Kong and Macau jointly   initiated to set up a public administration academic exchange platform   in the Chinese region to common research on important academic and   practical problems in the field of Public Administration. Based on the   consensus, "the Public Administration Symposium in the Four Regions   across the Straight" was established. The School of Public   Administration of Renmin University of China undertaken the first   preparations of the task actively. After more than seven months'   preparation, in April 2005, the first Public Administration Symposium in   the Four Regions Across the Straight was held in Renmin University of   China, during which more than 120 experts and scholars from Taiwan, Hong   Kong, Macao and mainland China had a wide range of communication of   problems in Public Administration, winning broad effects and high   praise.

Then,   the symposium was held respectively in Macau (2006), Taiwan (2007),   China (2008), Hong Kong (2009), Taiwan (2010), China (2011), China   (2012), Taiwan (2013), China (2014), Macau (2015), and more than 1350   people participated in the conference or submitted papers. The detail   information of successive paper topic, venue and participants are shown   in table 1.

From   2005 to 2005, a total of 11 "Public Administration Symposium in   the Four Regions Across the Straight" had been held, during which a   total of more than 830 papers had been submitted to the symposium. A   higher number of academic papers of mainland and Taiwan had been   submitted to symposium each year, in particular, the scholars in the   field of public administration from Hong Kong actively participate in   the "Public Administration Symposium in the Four Regions Across the   Straight". Starting from the second session, there were foreign   universities participating in the symposium, which had promoted the   academic exchanges in the field of Public Administration at home and   abroad. The first, second and fifth "Public Administration Symposium in   the Four Regions across the Straight" maintained a relatively stable   number of academic papers. The third session was held in Taiwan Shih   Hsin University, and the number of papers had greatly increased,   reaching more than 102 articles. The scale of the 4th session was   relatively small due to various reasons, and the total number of papers   was 49. The papers of the 6th reached 190. The seventh was more than   160, and the number of the eighth session surpassed 100.

The responsibility of the council：

1.   Through regular symposiums, to set up platform of communication between   academic institutions and scholars in the Four Regions Across the   Straight, and promote cross-strait academic prosperity and development   of Public Administration in the Four Regions Across the Straight.
2. The members of the council communicate about important items of the seminar and decision-making.
3. To assist organizer to make arrangements and hold the next symposium successfully.

Members of the Council：

The   council consists of the bodies having been held and being preparing to   hold, the head of the body will be determined as the director of the   council, and the system of director rotation in office has been   implemented.

The   secretariat of the council is responsible for the daily communication   and contact between council bodies, as well as assistance to determine   the body to hold the event.

The secretariat is located in the school of public administration, Renmin University of China.
