School of Public Administration and Policy, founded in June 2001, establishes such teaching and research institutions as Department of Public Administration, Department of Land and Real Estate Management, Department of Urban Planning and Management, Department of Health Policy and Management (under construction), Institute of Public Finance and Public Policy, Institute of Social Security, Institute of Organization and Human Resources, Institute of Quantitative Analysis in Public Administration and Institute of Non-profit Organization. The Secretariat of Educational Guidance Committee for Master of Public Administration is established in SPAP.

Now SPAP offers eight PhD programs namely administrative management, land resource management, real estate economy and management, urban and rural development and planning, public finance and public policy, social security, public organization and human resources, social medicine and health care management; nine academic master’s degree programs namely administrative management, land resource management, real estate economy and management, urban and rural development and planning, public finance and public policy, social security, public organization and human resources, labor economics, social medicine and health care management and one master’s degree program for public administration (including full-time MPA and on-the-job MPA); three undergraduate programs namely administrative management, land resource management and urban management. Meanwhile, SPAP owns public administration post-doctoral research station. In the third-round (2012) first tier discipline ranking organized by the Ministry of Education, the first-tier discipline of Public Administration ranks first among the national universities and colleges. In the current second-level disciplines, Public Administration at SPAP is a key discipline in national level, while Land & Real Estate Management and Social Security are the key disciplines in Beijing municipal level.

SPAP always attaches importance to the construction of teaching group and has attracted lots of domestic and foreign talents in the public administration field and formed a full-time teaching team having reasonable knowledge structure, professional title structure and age structure. The educational background of the teachers in SPAP involves management, economics, law, politics and engineering, which can meet the demand of combination of multiple disciplines due to wide coverage of public administration field. At present, the school boasts of 77 full-time faculty members, including 3 foreign professors. The current full-time teaching team includes 33 professors, 30 associate professors and 14 lecturers, among which 74 teachers are PhD holders and 22 teachers got their degrees from abroad. The number of foreign doctors accounts for 29% of the total full-time teachers. 

With 14 MPA programs and top enrollment scale, SPAP has been one of the important MPA training bases in China.

SPAP has established long-term academic communication with many prestigious universities and academic institutions abroad, including Harvard University, University of Michigan, Rutgers University, Florida State University, Northern Illinois University, University of York, Hitotsubashi University, University of Melbourne, University of Canberra, Erasmus University Rotterdam and University of Auckland. In 2014, more than 57 SPAP scholars successively gave lessons, had academic exchange and participated in academic meetings in the famous universities, colleges and research institutes at home and abroad; more than 68 scholars at abroad and in Hong Kong, Macao and Taiwan were invited to visit, give lectures and participate in meetings in SPAP. In 2014, SPAP had arranged 39 master degree candidates and doctoral candidates to participate in long-term exchange in countries such as UK, USA, Australia, Netherlands, Switzerland, Finland, Canada and Japan and Taiwan in China and had arranged 33 master degree candidates and doctoral candidates to visit Singapore, Hong Kong, Macao and other places to visit international academic conferences and short-term exchange activities.

The scientific research funds of SPAP in 2014 ranked top. The faculties of SPAP obtained two general projects of national social science foundation, one youth project, one project of national natural fund, two projects of youth science foundation, one youth project of Beijing philosophy and social science planning project, one humanistic and social science special task project of Ministry of Education and one vertical subject at ministerial level. In the scientific research fund project of the College, teachers has obtained one brand plan decision support research basis accumulation project, three decision consultation and advanced research entrustment projects, one Mingde young scholar program, one general education management project, one Asian Research center project, one humanistic and social science international journal papers release cultivation project and three new teacher startup fund projects.
