Teaching and Case Studies Symposium on 2016 National MPA Major Course “Urban Planning and Management”Held Successfully in Renmin University of China
On Dec. 17-18, 2016, the 25th case study training of China Case Center for Professional Degrees Education, as well as the Teaching and Case Studies Symposium on 2016 National MPA major course “Urban Planning and Management”, co-sponsored by China Academic Degrees & Graduate Education Development Center and National MPAEducation Steering Committee, was held successfully by the School of Public Administration and Policy, Renmin University of China. Participants are over 70 experts and scholars from more than 60 MPA education units in China.
Chen Qunzhou, Vice Chairman of National MPA Education Steering Committee and Director of Training and Supervision Department, Civil Service Bureau, and Yang Kaifeng, Secretary-General of National MPA Education Steering Committee and Dean of the School of Public Administration and Policy, Renmin University of China delivered speeches toextend welcome to the guests and scholars present and introduce the background and significance of this training. They also issued letters of appointment to the five experts who gave lectures: Zhao Yanjing, Professor of the School of Economics and the School of Architecture and Civil Engineering, Xiamen University; Ye Yumin. Professor of the School of Public Administration and Policy, Renmin University of China and Director of Research Center of Urban and Rural Development Planning and Management; Yang Hongshan, Professor of the School of Public Administration and Policy, Renmin University of China and Deputy Secretary-General of National MPA Education Steering Committee; Xu Ying, Associate Professor of Department of Public Administration, Hunan University; and Dong Hongmei, Deputy Director of Inspection Office, Ministry of Housing and Urban-Rural Development.

Following the opening ceremony, the experts gave their lectures and exchanged their ideas with the participants. Prof. Yang Hongshan, Prof. Ye Yumin and Prof. Qin Bo hosted the lectures respectively. Professor Zhao Yanjing gave a lecture “Urbanization 2.0 and Planning Governance Transformation”, in which he pointed out that as urbanization transformed from 1.0 to 2.0, the urban planning transformed from incremental planning to inventory planning, meanwhile the measure of urban governance transformed from using fixed capital investment to stimulate urban development to using cash flow to achieve sustainable urban operation and management.

Professor Ye Yumin and Xu Ying focused on the education to share their viewpoints on “Experiences on the Teaching System of Urban Planning and Management” and “Public Housing Management” respectively. Professor Ye introduced the background and practical significance of the fusion of public administration and urban-rural planning. She also explained the subject orientation, major development, talent cultivation and curriculum design of Department of Urban Planning and Management in RUC. Furthermore, Ye testified the necessityof discipline integration through illustrating the research on urban village reconstruction. Professor Xu Ying cited the course Public Housing Management to introduce the concept of public housing and its existing problems. Xu illustrated the public housing policies in Hong Kong to put forward proposals to perfect the public housing security system in China. In addition, he shared his MPA teaching experience.

Professor Yang Hongshan and Deputy Director Dong Hongmei respectively gave lectures on “Dual Alliance and Urban Governance Reform” and “Urban Management System Reform”, both ishot issues. Professor Yang pointed out that urban was in essence home to superior public service. In China, the marketization reform promoted a dual alliance: growth alliance thatdevoted to economic development and community alliance that devoted to their lawful rights and interests. Studying on the cases of Baltimore in the US and Chaoyang District in Beijing, Yang provided suggestions on how to build a response-oriented urban system. Deputy Director Dong summarized the background and significance of Central Urban Work Conference and its spirit. She interpreted the top-down design of urban management system reform mentioned in No.6 and No. 37 Central Document, forecastingthe trends of urban management system reform, and elaborated on the policy of Clear Responsibility, Prior Service, Optimized Management, Regulatory Enforcement and Orderly Security.

On the afternoon of December 18th, the participants attended different panels and exchanged their ideas on issues including “the requirements of the country and society on the development of urban planning and management in the new period”, “how to perfect the teaching system of the MPAprogram of Urban Planning and Management”, “the lag of urban management textbooks compared with the rapid urban development”, and “relevant issues on case study teaching”, etc. Following the panel discussion, the representatives in each panel shared their opinionsand the experts made comments on the conference.
The two-day symposium came to a successful conclusionafter Director Chen Qunzhou summarized that it offered a great platform for the participants who broadened their horizons and got inspirations from mutual exchanges.
