Eighth International Symposium on Sino-US Public Administration successfully held

June 14th to 16th, the 8th International Symposium on Sino-US public administration was successfully held in Renmin University of China. This seminar was jointly organized by the SPAP of Renmin University of China, Public Affairs and Management School of Rutgers University at Newark, Chinese Public Administration Society, and American Administration Society.

The seminar, entitled "Public Governance Transformation and Public Value: process, mechanism and effects" as the theme, lasting three days, attracted participants from China, the United States, Russia, Norway, Singapore, Australia, New Zealand, South Korea, India, Thailand, Lithuania, Malaysia, Hong Kong, Taiwan and other countries and regions. More than 300 scholars in total.

On the morning of June 15th, the opening ceremony was chaired by professor Yang Kai-Feng, dean of SPAP of Renmin University of China. Professor Zhang Jian-Ming, deputy executive secretary of party committee of Renmin University of China met some guests and representatives before the meeting, and gave a speech on behalf of Renmin University of China. Professor Marc Holzer, dean of School of Public Affairs of Rutgers University, former director of the American Institute of Administration; professor Wu Jiang, director of Asian Public Administration Network, associate director of eastern public administration organization; William P. Shields Jr., executive director of the American Institute of Administration attended the opening ceremony and gave speeches.

The opening ceremony

In the opening ceremony, Professor Zhang Jian-Ming, deputy executive secretary of the Party Committee of Renmin University of China expressed his welcome to the guests. He pointed out that China is promoting the governance modernization. This conderence concerned the transformation of public governance and public value issues. Diverse public governance worldwide comparative studies by experts and scholars presented a significance in deepening and advancing the theory of cognitive development. He wished that the conference would promote exchanges and cooperation between Chinese and American scholars in public administration.

Professor Marc Holzer, dean of School of Public Affairs of Rutgers University, former director of the American Institute of Administration recalled the development and concerned condition of international academic seminar on Chinese and American public administration. The first meeting was held in Renmin University in 2002, after that, the meeting was held every two years, which has been the biggest and highest level academic seminar co-held by Chinese and American public administration academy. As the advocates from American, professor Marc Holzer attended every meeting, and made a great contribution to promoting regular academic exchange between China and America.

During the topic speech, Professor Marc Holzer, dean of School of Public Affairs of Rutgers University, gave a speech titled “Comparison of the evolution of US-China Public Administration”; Gao Xiao-Ping, executive associate director and general secretary of China Administration Management Society, gave a speech titled “Internet innovation thinking and big data technology based administrative reform”; professor Kathryn Newcomer, dean of School of Public Policy and Public Administration of George Washington University, gave a speech titled “Assessment of the evidence and Public Governance” ; professor Zhang Kang-Zhi form SPAP of Renmin University gave a speech titled “Social Governance under the Context of Globalization”. At Q & A session, participants enthusiastically raised questions, and four speakers answered the questions.

Different from the previous seminars, this seminar added new Young Scholars Forum and super sub-forum. Before the general assembly, "Public Administration and Policy Forum of young scholars" was held on June 14th.

The Young Scholars Forum received over 100 high quality papers, selected by the Expert Group, and the organizing committee invited 34 authors to attend the meeting. Young Scholars Forum was chaired by associate professor Ma Liang from SPAP of Renmin University of China. Professor Yang Kaifeng, dean of School of Public Administration and Policy of Renmin University of China, professor Evan Berman from Government academy of Wellington University of Victoria of New Zealand, professor Marc Holzer, dean of School of Public Affairs of Rutgers University attended the opening ceremony. Forum is divided into nine groups, and each group arranged 3-4 domestic and foreign well-known professors as commentators. Young Scholars Forum also included a roundtable journal editor meeting, and person in charge of "Public Administration and Policy Review", "Chinese Public Administration Review" (CPAR), "Gansu Institute of Public Administration," "Xue Hai", "New Vision", "E-Government " and other journals were invited to present their papers preference and journal selection criteria.

This seminar organized nine super sub-forums, inviting domestic and foreign experts and scholars and practitioners for special symposium. Nine super sub-forums are: "Dean of the School of International Public Management Forum", "International Public Management Academic Journal Chief Editors Forum", "Public Management Forum under the gender equality perspective", "Social Security Forum", "Health Policy and management - China healthy nation building Forum "," Land management and housing Forum "," Human resources Forum "," Urban planning Forum "," Public Finance Forum. " Nine sub-forums attracted a lot of experts, scholars and students to participate, even some sub-forum attracted more than 100 participants, with a warm discussion atmosphere.

Among them, " Dean of the School of International Public Management Forum" was chaired by Professor Yang Kai-Feng, dean of School of Public Administration and Policy of Renmin University of China. The guests included Professor Marc Holzer, dean of School of Public Affairs of Rutgers University, professor Susan M.Collins, dean of School of Gerald Ford public policy of Michigan University, professor Michael McGuire, executive vice dean of School of Public and Environmental Affairs of Indiana University at Bloomington, professor Kathryn Newcomer, dean of School of Public Policy and Public Administration of George Washington University, professor Jered B. Carr, director of administration department of Illinois University at Chicago, professor Ora-orn Poocharoen, dean of School of Policy and Public Administration of Chiang Mai University of Thailand, and professor Egle Butkeviciene, dean of School of Humanities and Social Sciences of Kaunas University of Science and Technology of Lithuania.

"International Public Management academic journal editor Forum" was chaired by the associate professor Guo Chao from School of Social Policy of Pennsylvania University. Directors or representatives from Public Administration Review, Public Performance & management Review, Nonprofit and Voluntary Sector Quarterly, Urban Affairs Reviews other world-class journals, among them Professor James Perry, Professor Evan Berman, Professor Guo Chao, and Professor Jered Carr attended the forum. Delegates described the features   topics standards, submission processes and other business information of the journal respectively, and had hot discussions on some difficult problems in the field of public administration.

Parallel sub-forums were held on the afternoon of 15th and 16th , and scholars from various countries are divided into 34 groups to carry out extensive discussions around the "public service delivery and public value creation", "public participation and local governance", "theory of public policy and governance", "government performance management "" nonprofit management "," community governance "," public service motivation and human resource management "," innovation-driven and environmental management "," public finance and PPP "," urban governance and land use planning, "" government-enterprise relations "," collaborative governance "," new public governance Eastern European countries "and other topics, resulting in a lot of inspiring new ideas emerging in interactive communication.

On the afternoon at June 16th, the 8th International Symposium on Sino-US public administration successfully concluded at four-floor auditorium of Qiushi building. Closing ceremony was chaired by the professor Xu Guang-Jian, executive vice dean of SPAP of Renmin University of China. Professor Tom Christensen from Oslo University of Norway and "thousands of special experts abroad" of Renmin University, and Dr. Yang Zhen-Jie, representative of Young Scholars Forum gave speeches respectively on closing ceremony. Paper Award ceremony of Young Scholars Forum was also held at closing ceremony, among which two papers won the best paper award, and 8 papers won excellent award.
